Description
Let the user be able to select a color of choice to use for his folders.

If I have many directories, then perhaps I would like to assign a different color for some of the folders.

Example, I want to assign Pink for my Porno directory, Blue for my collection of pictures of skies, etc.

This is the KDE way, and I would love to have it included in Gnome though (+ emblems! That would be very cool for organization maniacs) It is up to gnome though.

Gnome focuses on emblems, the problem in the human icon theme is that all emblems look the same, I think I am gonna start a brainstorm about changing this (very bad) thing.

But get into emblems, they are cool, although I'd recommend you to first install the tango generator icon theme since it comes with actually useful emblems.

I do use emblems, still colored folders would be neat. ;)

like in os x, you can also choose folder background color.

With SVG icons it could be easier to implement, don't?

Recoloring the folders automatically is probably a very bad idea, the quality of the colored icons is likely not to be acceptable.

I use Macs in my college lab, and while I don't recall ever seeing Icons changing colour, you are able to apply a type of highlight to the name of the file or folder. It's really effective actually. Helps to organise, and important folders are mcuh easier to locate. You have a selection of 6 or 7 colours, using right-click. I think that something like this would suffice rather than the actual icons changing colour.
