Idea #23500: Expand Brainstorm to help with community artwork selection

Rationale
At the moment artwork selection appears to be fairly isolated from the community as a whole. Each release seems to generate a lot of controversy on the artwork side, so why not vote on these things to aid the process?

We already have a Flickr group and the wiki pages for submitting artwork, and various other community sources exist, but there's no cohesive way to manage their popularity.

Solution #1: Include a separate section of Brainstorm specifically for artwork

Perhaps sub-categorised into wallpaper/themes/icons, etc. Content doesn't necessarily have to be hosted on Brainstorm, but there should be a thumbnail and link to each submission. In my head I've got an image of multiple wallpapers/themes being shown at a time in a grid, with their voting scores as an overlay on each.

Solution #2: Create an "art" brainstorm

Maybe it could be better to create a different kind of web, with different section, for Wallpapers, Icons, Themes...
With some way to add points or stars.
