Rationale
I think that a good idea is to make a window manager and decorator like Aeroof windows 7, not for transparency and efects only for the buttons for save, undo, redo on applications like paint and wordpad.
It be userful for applications like Google Chrome (have tabs on titlebar)

How is Emerald different then Aero? How would the window manager support tabs on the title bar?(especially for a program that doesn't use tabs) Compiz already allows grouping and tabbing windows how would this be in relation to that?

Google chrome is opensource software, there is nothing preventing another program from using the same widgets they use for their tabs.

Window Manager's and Decorators are fairly complex projects and I don't see the need to write one from scratch when many can be easily modified.
