Rationale
With the arrival of Ubuntu Netbook Remix, the look and feel of the desktop is very much dependent on the looks of the icons in it. In the standard Ubuntu icon pack, about 75% of the icons have a resolution of 64x64 or even lower, resulting in a very blurry and amateuristic desktop experience.
Actually, I think both solutions are the right solution: the Human icon set doesn't have all the icons in svg format. So the icon set should be updated with svgs.

I think there should be a project for this. Have a website filled with raster icons which need replacing with vector ones, recruit artists to do the conversions.
I wonder how ethical it would be to upload them all to Wikimedia Commons, give them the need SVG replacement tag, then point artists there. Wikimedia get a bunch of new icons and a load more people on their site editing media, we get some of their vectorizer junkies to help out.
