It should be fine to provide, in APT/Synaptic, meta-packages related to development environments, like a "PHP developer" package, or a "Java developer" package, or Phyton and so on. It should be fine to have a pre-configured environment for each of these. IDEs, application servers and lamp server are still in the repository, but for a developer it's time-wasting to manually set-up the environment and make the tools work together
