somebody would want to use other timezone in his personal OS account. i mean timezone other than timezone used officially in the location where the user and the OS "live" and that is really used.
why somebody would want to see other time? :
maybe when clock is changed +-1 because of DST and the person wants not to switch, but wants to see clock as it was.
maybe that he has come to this OS recently from his permanent residence, and he has come not for long time, and he wants to feel time of his home. and maybe that he his home is not far away, just several kilometers, but he comes to workplace to another timezone, and he wants to use same clock at his home and work.
add at 2010-11-2 20:38 utc+3 : and may be remote users that use OS as hosting, and they want to use their timezone. (though, i am not sure, maybe, that feature is already built in ssh or like that, i do not have experience).

The Clock Applet in the Gnome Panel is used to display the locations of the cities (as red dots) when one chooses them from a list or supplies their co-ordinates, but when the user only wants a time-zone (EST, GMT, etc.) the world map appears without any of the (reference) locations and is simply a blue-and-white box needlessly occupying space.

The gnome clock is a great tool for quickly checking your calendar dates and upcoming events. It works with evolution to display calendars, and evolution can import events from google calendar (and other sources). However, many people prefer to use Thunderbird or Gmail as their default application and Evolution is heavy, memory leaky and generally not everyone's favorite application.
We need to keep the usefulness of gnome clock without the dependency of evolution.

The addition of live display Milliseconds and Microseconds to "Clock" or desktop clock which appears in the tool-bar.
Argument for:
The addition of Milliseconds and Microseconds Contributes to an overall working environment with a feel of precision while providing the user with a more fluid, realistic and exciting experience of the simple passage of time.
The new proposed and optional display of units would appear:
H(12 or 24):M:S:MLS(optional):MIS(optional)
It is very difficult to determine the total potential need for this addition to the existing clock options, however this in no way precludes the potential that it's inclusion brings with it.
