Rationale
Apt-cacher should be implemented as a home network and server edition extra. Desktop Ubuntu should include a simple GUI to set this up and a simple GUI to choose/find automatically these servers on your current network. Kind of like Vinagre.

Maybe ship apt-zeroconf instead? (same idea, but no configuration required)
