Description
Make grub interface graphical instead of text, it's nicer than the monochromatic horrible text right now.

It is possible to keep it in text mode yet still make it prettier. Just add a background pic...

At this point of time, we shouldn't be touching Grub1 at all. Its legacy.
Grub2, if completed is one of those amazing cutting edge technologies we could have in our arsenal that pushes Linux far ahead of other OS's in the bootloader department (another technology which did so in the path is Compiz, which Apple could implement, but wont, because they like to force their customers to upgrade for small graphical changes) .
Because it supports scripting, I'd imagine you could implement it into the splashtop linux bios, so that Ubuntu doesn't need to install a bootloader at all on any HDD's on compatible computers. And, by design, its got less points of failure, and wont die when you make small changes to your harddisk/storage configuration

I agree with this,
but also add ...
after that
make it beauti-ful (for those that want).
Especially if they want to do it - let them.
Once beauti-ful has got the same level of reliability, speed, and minimalism, then just about everybody would be happy.
Bootloader comes in handy if you want to boot to more than one operating system, or more than one kernel (especially if testing). Graphical interface helps ease the tedium of reading long lists.
I "need" to see the Grub bootloader for at least a few seconds (so I can intercept it if needed).
I would enjoy seeing more if it looked nicer (but I like reliable).

Your idea is good.
And it is good to see that it is coming in Grub 2.
Hopefully that will be an (option) presented during installation, and easy to upgrade to.
