Description
This may be very important for some company's.
Look, if we save some files saved in OpenOfice 2.4 and if this has been updated to 2.5 (when is out) this may generate some problems with format content this files (tables, chars etc.)
Should be possible to simple set (central) blocked version of OpenOffice and other programs.
Maybe central panel for admin for set key applications blocked.

This is already possible in synaptic. You can force and lock packages there.

Then you need to post a new idea. What you described above is already possible.
I have no idea how to administer 100 machines, but I guess apt-mirror or apt-proxy could help doing what you described.
