I don't think this is such a bad idea. This would reduce the negative vote because someone think this is not an priority for CANONICAL or something like that...
the priority level could be set by the idea proponent, but could be changed by voting for or against the idea.
There would be three priority levels: High, Medium, Low.
With voting for or against the priority level would change.
So lets say that this idea gets 1000 votes and i marked it with medium, so it change from medium to high (I think that 1000 votes is enough for high priority or maybe even higher?)
And same if this idea is voted down to let say -50 it would get low priority.

The other idea is that voting would be separate of normal voting. but this could be a bit more complex...

So, I could vote +1 but qualify it as "Low Priority."

Sort the priority responses with high highest and low, lowest. Report the priority and report the median priority value along with the vote tally.
