Alt is for DE and Ctrl is for app.
Ctrl+B = bold font (app)
Ctrl+U = underline (app)
Alt+F4 = Close window (window management)

Ehem.... yes.
But Alt+up in nautilus open parent, Alt+Home in Firefox open home. You have right, no problem, but I want it is consistent!

All shortcuts except Alt+Home and F11 are with Ctrl.
Firefox only have 1 shortcut key that use Alt, all the rest are Ctrl.
I would vote for your idea, if it was correct (ctrl for app / alt for wm).
