When installed, it should install all the latest versions of:

MySQL
Apache
PHP

on the desktop and automatically set everything up.

It would be even better if it auto installed cgi with perl, python, c, and c++ so cgi would run from the browser.

There already is an option for this! It only needs to be added to add/remove programs

Goto console and type:
tasksel
