Description
What about leaving just a Quick Preferences menu (with common preferences) and change administration menu by a modified gnome control centre that explains the user with a quick description all apps that are installed to manage the system.
Right now is like this:

**Preferences**
Universal Access (Remove this one)
About Me (This is not needed)
Appearance
Bluetooth (this should be on the control centre)
Default Printer
Encryption and Keyrings
Keyboard (this moved to control centre)
Keyboard Shortcuts (merged with keyboard)
Main Menu
Mouse
Network Proxy (move to control centre)
PalmOS Devices (This shouldn't be installed by default)
Power Management
Preferred Applications
Remote Desktop (Its already in Applications -> internet)
Removable Drives and Media
SCIM Input Method Setup (What is this?)
Screen Resolution
Screensaver
Search and Index (Its nor needed either)
Sound
Simplified menu is like this:

**Quick Preferences**

Appearance
Keyboard
Default Printer
Edit Main Menu
Mouse
Screensaver
Screen (Screens and graphics and screen resolution merged)
Power Management

So the System Menu goes like this:
System:
-Quick Preferences - >
-Control Centre
-Help And Support
-About Gnome
-About Ubuntu
-Quit
In Gnome Control Centre could be Organized according to the task:

- Package Managing
---- Synaptic Package Manager
---- Update Manager
- Hardware
---- Removable Drive and Media
---- Restricted Drivers Manager
---- Peripherals (Screen, Mouse, Keyboard, Webcams...)
- Internet Services
---- Remote Desktop
---- Proxy Settings
- General Settings
---- Time
---- Boot up Manager
---- Profiles
---- Sessions

This is just an idea there are not all of the item menus.
This could simplify A LOT ubuntu menus its really confusing if you're a newbie.
