Description
It should be more pleasant to look at when choosing which O.S. to boot, It should have a background image, and when it updates the kernel version, The old version should be removed.

Nope. The bootloader should be as tiny and primitive as possible and it should use a mode, that always works, not one, that nearly always works.

The newest kernel doesn't always work correctly for all users on all computers.
It is good to keep the old kernel too.

I partially agree.
The system should keep at least one backup kernel in case things go wrong with the new one, and yes it should get rid of the others, mostly on servers where the disk space is pretty small (500MB-1GB is the official system requirement for ubuntu server)

I agree wıth havıng a more graphıcal GRUB menu. I propose keepıng four (or sometımes three) kernels - the one that orıgınally came on the ınstallatıon medıa, the last revısıon to the last mınor versıon, the one that was current prıor to updatıng, and the current one.
