Description
ACLS and Eiciel are already in repositories, can these be on a default install. They would simplfy management and increase security through more granular control of file and folder access.

Sorry but unless it is a stupid post like the HELP UVUNTU ones, a comment on why you pushed it down would be nice, if this is already planned tell me.
If this is a bad idea at least tell me why.

It is not a bad idea. Filesystem ACLs are great especially on larger setups. They are already supported by all major file systems (EXT2/3, XFS, JFS, ReiserFS, ZFS, NTFS, HPFS, ...) and also the GUI components exist.
They make it easy to re-apply correct access rights on whole systems with just couple simple rules. Also they will provide the flexibility required in enterprise environments when you have great amounts of overlapping groups and resources in your networked filesystem resources.
There is nothing negative in the proposal - vice versa.
