Description

I want to create a bar which can controll internet downloading speed... Becouse with slow internet conection lots of people can't do enything ... Apt use full of internet download speed and firefox probably won't start... Please accept my apply .... Yors Sincirely

There should be on control.

It should be automatic sensing with QoS (Quality of Service) that automatically does bandwidth throttling on-demand.

This should, in my opinion, first be implemented via a command-line tool, then wrap a GUI around it. The command-line tool should be written while keeping the latter GUI in mind.
