Phun seems to be OK as a tar.gz, you can get it compiled and it works fine.

Why not? However the program must be licensed under a license that grant re-distribution by ubuntu. The source code must also be available or it will be very difficult to add it to the repositories. Apparently, it doesn't seem to be ready yet..
