Description
add a separate button to the System menu to open the Control center.

As the Control center bundles many options in the preferences it would make sense to move it out of the preferences menu.

By your way of thinking, it makes sense to move the applications out of the System menu into an "Application center" ?

Just say it, you want a control panel, just like in Windows! :D

Control center is already very similar to the control panel kind of windows.

maybe the idea to bundle settings/administration isn't to wrong whoever "invented" it. :-)

There is little I hate more than overcluttered drop-down menus, and Ubuntu's current prefs/admin menus epitomize that. I know that for many non-geek users, it's much easier to take navigation in steps:
1) Get to the "place" where you can change settings. There should be one window where all settings can be accessed. (Gnome Control Center is this!)
2) Choose the settings category where you want to make changes. A search box would be useful here. (Control Center has this too.)

I find it artificial and inconvenient to have settings divided into "administration" and "preferences". Mac and Windows have a specific "control panel" window for a very good reason: it's more intuitive than long menus.

hmm from what I see in my current Hardy install this idea is implemented... can anyone confirm that!?

It is, but not by default. You have to enable the link to Control Center in Menu Editor.
