Description
The GNOME Panel does not know how to save the positioning of its objects between states.
If I move a panel to the left or right side of the screen and back, it won't remember the previous alignment of panel applets.
If I go to a lower or higher resolution and back (which pretty much automatically happens when switching monitors), it won't remember the previous alignment of panel applets.
This has been bothering me for a long time, and I'm surprised I haven't found any brainstorm ideas on it (and one should be available to mark its precedence or lack of precedence as an issue), although I wouldn't be surprised if there were a bug report.

At least the order of the items should be saved. Sometimes after using a beamer with lower resolution than my default laptop screen, the items are sorted in a totally different order.

Okay, that should be added: ordering should be maintained in states that have not yet been saved.

Same thing happens on Microsoft Windows with the desktop icons, when you change resolution it moves all the icons to fit the screen, then when you move the resolution back every icon is grouped to a corner of the desktop.
Now for Ubuntu, it is a small annoyance but I would not classify it as a necessity. If fixed hardly anyone would use it daily or often at all.

In my experience the panel doesn't even save positions between sessions! Try adding a load of icons to a panel which is not in "expand" (filling a whole edge) mode. Log out and back in and the icons will reorder.
Locking the icons doesn't help, in fact it just makes putting them back in order harder since they all need to be unlocked before they can be moved back.

I agree, I find this extremely annoying, and it gets worse: not only does everything reorder itself in the panel, but the panel itself appears in the middle of my screen!
It's horizontal, not expanded, and at the top. I can fix it by setting Expand on and then off again, which repositions it to the top where it belongs, but leaves the icons in a seemingly random order.

This happens to me every time I boot! The power button is floating around in the middle of the panel somewhere and all the other applets are in a random location, as said above locking them doesn't help, it just makes it more annoying when you need to reorder them.
Very irritating.
