Description
When i try to customize my destop, i hate when i have to change mouse cursors, i must download a package with cursors that not always works(i think they need to be programmed) and i must change all the cursors, the worst is that i need to restart X only because i want to see how works my new cursors.
You may not like what i'm going to say, but windows is better in this way, you can get the cursors separately(don't need a full package) in .ico or .ani for animated and you can use your new cursors in the moment.
I know there are programs that "package" icons from windows format and converts then to linux, but it should be easier if ubuntu could change then in an easier way.

right, we don't care about win-truc
you can say that your not satisfied how cursors are handled, and you are probably right, but don't take win as a reference.

A reference is only that, a reference, i only think it could be improved the way the cursors are managed, or at least the fact of not restarting the X only for changing the cursors.

Add mouse cursor setup pane within [Preferences-Mouse Settings] and [Preferences-Appearance].

X doesn't need to be restarted to change cursor. I've been using Linux for about 5 years and have never seen any such thing.
Changing cursor is easy. Cursors come as a single archive from a website like gnome-look.org which can be dragged straight into the Appearance program, then selected with a click.
Problems with consistency still exist (I have submitted an idea about this myself http://brainstorm.ubuntu.com/idea/4937/ ) but selection is really easy (could possibly be enhanced using DXS "Get Hot New Stuff" kind of thing though)

I'm using KDE, and i must restart KDE 3.5 to change the cursor(i promise i'm not lying), if is true what you say, then the problem is from kde(i don't remember when i used Gnome if i had to restart X), but i remember that with gnome happened just like with kde, when i downloaded a mouse cursor theme, i had to pray for it to work, not always worked, my idea is allow gnome, kde, x, etc, allow to read format like .ico or .ani, or a totally new format(i would prefer this) in which a cursor is a single file. I looked the mouse cursors files and need an index and LOTS of files of which you can't see a preview and looks like they have to be previously programmed.
I remember when i used a program in windows(yes, i used windows, but now i use Ubuntu) to create cursors, a mouse cursor was only a drawing with a dot in the arrowhead, something like that would be perfect and you could create only the cursors you wanted, you didn't need a full set of cursors to create a theme.

Don't know about KDE3, but I use KDE4 and it is a similar thing to Gnome. As far as using Windows mouse cursors goes, I suppose nobody could argue against adding support (even if they generally look terrible, ie. the Windows default with the wonky stick :P )

Hi, for me it isn't as important to change the cursor style as to change the cursor size. For high dpi displays (like 1920x1200 on a laptop) it will be a usefull addition to get a mouse cursor which is at least 48px or bigger.
This would improve the usability for high dpi displays and also for people which can not see so good, like me who will need eyeglasses in the near future as I'm getting older... 8-)
