An average user should be able to determine what an icon's function is simply by looking at it.

The icon design should try to ensure language independence and where possible use international iconography symbols.

The icon naming project is a step in the right direction.

Standard icons would help greatly with usability.

We should get serious about a standard international lexicon for computer/network iconography. I do not believe this has been done before. Please correct me if I am wrong.

Do not enforce an icon set.

The standard should be avoid the iconography and the shapes used, but I think this is already what freedesktop is doing.

I'm really not sure what you want here.

If you're intending that only one icon theme should be available, I must disagree vehemently with you.

Are you perhaps suggesting that all Canonical-supported packages should use the stock icon set instead of independent versions? If so, I believe that is already in progress. See http://tango.freedesktop.org/Tango_Desktop_Project

The icons conforming to Tangerine guidelines are designed to look nice and show some of their functionality simply by their look. I think this is what the original poster is referring to.
