It has always been possible to use URL in comment and developer notes, though it's not widely advertised to avoid SPAM as johno said.

It's possible :)

We will make it easier to add links to comments and developer notes once we have a better SPAM handling interface ready. Something like a "report this post/comment as a spam" button.
