Description
many so called "done" ideas are not explained developers should explain to users how they can fix the problem
EDIT for example idea #1029 its NOT done (Localization fr-france)

Usually the solution lies in the comments, just read them.
E.g. for idea #1029, look at the first and second comment...

yes i read that but believe me there is no 12 hours option in preferences you can try french localization to verify
there are 3 options
-24 hours
-UNIX hours
-Internet hour
btw have you read others comments in idea#1029 ??

Agreed. Ideas should be taken much more seriously. Too often, they're dismissed without proper consideration and due care. That's been the problem with bugs on most free software projects for a long time, and probably want leads to so many ideas/bug reports here as a ramification of that same issue. The problem will just keep dragging on if ideas/bugs are dismissed.
Why not simply let the ideas fill up, and admit you don't (yet) have the resources to fully address them all? The first step towards solving a problem is admitting that there IS a problem.

The idea is entitled "the clock, 12 hours option doesn't exist".
Some people check and tell that it exists. So we mark the idea as done.
Now it is discovered that it is not the case with some locales. Then create a new idea with these precisions, or update the original idea, as the original idea as it is stated now is clearly done, in the general sense.
