Description
It would be nice to have a hotkey, which will split the screen and show a scaled down view of all available desktops, one desktop in each split.

When this Desktop split view is active, the user should be allowed to move windows between desktops just by using Drag & Drop.

The user should be able to select a desktop as the active Desktop. This should close the split Desktop view and the selected desktop should be set as the active desktop.

I have been informed that this has already been done in Compiz. Unfortunately, Compiz requires a supporting graphics card. Can't this be done without Compiz.

Already exists with Compiz. It's called Expo.

Haven't used Compiz because it requires a graphics card. Can't this be done without Compiz?

This should more accurately be named:
"View All Desktops Simultaneously in a Split Screen WITHOUT Compiz".

Since it's already been done in Compiz, though, I'm not sure if you'll get much support.
