Rationale
If an idea is popular enough, let it be created into a bounty and the let the community donate money and create/fix the issue.

for example:

Brainstorm says users wants to be able to "Disable Compiz when running" heavy 3d applicaiton like games.

Create a bounty and let Linux users donate money to the cause.

Once whoever fixes the issue or makes the app, let them reap the rewards.

Yeah this would definitely help resolve aging issues like the lack of webcam/voice support in ubuntu/pidgin(*sigh*)
