Idea #3998: FS Check needs user options

Rationale
The File System Check is set to go off at a certain interval, which is not easily user set.
This check is also not "optional" once it has been started.
There needs to be some user options for this feature to allow a user to set their own schedule for the FS Check, and to let the user cancel the check when it starts, with the option to reschedule it...
It might also be handy to run the FS Check on SHUTDOWN not just on STARTUP...

Autofsck works great for this... notifying you at shutdown that a check will happen upon reboot and giving you the option of postponing it.
