Description
Once an idea has a large negative score, say -200 votes, then its probably a good idea to remove it since its reasonable to assume that, on balance, a fair amount of people dont think its a good idea.

no, because if you remove the unpopular idea, another person can say "hey the idea blabla isn't i am going to submit".
