Description
I've had problems installing version 7.10 on my system; however, 6 works just fine. It would be great if there were an easy option within the operating system to patch up to the latest Ubuntu version.
If there is a way... I'm not aware of it. If a windows user like me isn't aware of it, there's a good chance a lot of us are in the dark too.

There already is.
update-manager -C
This command will, if run on an older distro, update to the current. And further more it works perfectly.

I just tried that command, and it didn't work. If there is a way to do it, it should be easy to find and complete.
~$ update-manager -C

To add to the above, I have run the update manager through the GUI and downloaded all the updates. The problem is, I am not patching up to 7.10; I am still version 6.
