Rationale
I like the fact that Ubuntu doesn't have a huge collection of configuration tools with complex layers of settings (like YAST) but I think that these tools need to be readily available for the power user who wants a bit more out of their system.
There are hundreds of gui configuration tools in the repositories such as startup-manager, bootup-manager, gshutdown, gnome-schedule, galternatives, gsambad, assogiate, and more.
I think it would be great to have an "advanced configuration tools metapackage" or even several metapackages for different categories such as "network configuration", "boot and shutdown tools", etc.
I would prefer not to see everything included by default as it gets too complicated and I really like the fact that Ubuntu comes on one cd. That is what brought me to Ubuntu in the first place.
Making a plenty of 3rd party packages in one and provide it as a official default option isn't a good idea. Most of them are just dirty hacks and aren't actively maintained. Ubuntu should have official and supported tools in this case, since most of users would rely on them. -1 here
