Rationale
It would not take too much code for ubuntu to implement animated backgrounds that do not interact with the user. Even a simple dialog added to the effects and appearances utility could work with a static image (png,svg,jpeg) and add an invisible layer(like the rain/water/snow layers) that effects the underlying image by using moving color-changing lenses , or use fractal brushes to paint temporary transparent high lites over regions of the image.This would provide for an ever -changing desktop,making screensavers unnecessary.

Motion tends to be distracting; from a user-interface point of view, it's better if stuff that you're not currently interacting with doesn't move.

Vista Ultimate allows you to use .avi vids as your background. This is a good idea. If we can have useless eye candy like compiz than we can have this.

Mplayer has allowed movies to be played in the background for years. "mplayer -vo root filename.avi" if I remember correctly (may need to use gconf-tool to tell Nautilus not to draw over it though)
