Uhm, I think I see what you're getting at and I agree, but maybe it should be explained a little?
Moved as vertically/horizontally?
Or moved as in ability to resynchronize broken subtitle-files?

At the moment, you have to go into Totem preferences to change the position where the subtitles are shown. It would indeed be easier, if you could just drag them when the movie is playing.
And yes, this only applies to those external subtitlefiles.
