Software developers need a high-level point and click (that is a GUI) application for creating DEB packages easily, both for their own applications and for contributing newer packages of existing ones in Ubuntu repositories.

This means there may be more package maintainers for Ubuntu, given such an application.

Like the first solution, a simple GUI to help automate the process of DEB packages is made, but make it to where either (a) they can only be installed locally or (b) have to pass an approval for upload, to help keep junk DEBs down.

There was something like that around at 0.9 beta stage, but I don't remember its name.
I think all the packaging should be done by experienced people like it's done now. Making a GUI can cause lots of crappy packages which break users' system.
