Idea #26028: Preferences and Administration are ambiguous

Rationale
Currently most settings are located under
System -> Preferences (which containers user-specific settings)
System -> Administration (which contains system-wide settings)

System used to also contain the shutdown/etc options which have since been moved to the separate panel icon, so there is not much left in System other than Settings.

This is quite confusing for new users and they usually don't know which menu a certain setting is. I believe they need to be made less ambiguous and more descriptive.

Solution #2: #1 without changing the "System" to "Settings"

Apart from settings there are "Help and support", "About GNOME", "About Ubuntu" in the System section. And they don't concern to settings they concern to system. So I think that it would be right not to change the "System" to "Settings".

So we'll get the following:

- System
--- User settings
--- System settings
