Rationale
memtest86+ used to be a boot option on the Ubuntu Live CD. It seems to have disappeared from the Live CD in version 10.04.

It used to be a boot option menu and it would be nice to have it again. Since the boot menu is no longer a text list of items, it would be nice to have a command-key combination that one can press to access additional functions such as running memtest86+. That way, the user still sees a clean launch of the Live CD, but can still get access to programs like memtest86+ or launching with certain startup parameters.

Memtest86+ is still a boot option, the GURB2 menu is just hidden by default

The boot options that were listed in the past were apart of the legacy GRUB menu that was displayed by default on most ubuntu live discs.
Now with the launch of GRUB2 the GRUB menu is hidden by default but is still available.
To see the GRUB menu the user needs to press the SHIFT key repeatedly on startup. The window of time to request the GRUB menu with the SHIFT key is short by default so it may take multiple tries to get into the GRUB menu.
Once in the GRUB menu there will be a "Test Memory" option that will launch memtest86+.

After reading your post I've checked Ubuntu 10.04 Live CD again and while booting the CD, there is an option "Test Memory" already there. I think it is memtest86+.
