By Default there is no Graphic Equalizer configured in Ubuntu.it seems a really missing part as every user need audio quality on their audio devices.
There is a well known audio for gnome, which can install as:
Not sure about audio quality (that seems like crap), but I did see large demand by Songbird users in the past.

From what I've seen, very few people use (or even know how to use properly) an equaliser. I would prefer it simply added to the main repos and let interrested users install it if they want it.
If a program wants the equaliser there, that's what dependencies are for.
Actually, I do agree with Darwin Survivor pererik87. You do realise that music COMES pre-equalised right.. The presets are a gimmick. Some people do have uses for equalisers, but the vast majority don't know how to use them properly.
Anyway, my thoughts is that there should be a "pulseaudio addons" manager accessible from the sound settings in preferences.
Of course all music is pre-equalized but that doesn't eliminate the use of an equalizer when you are listening on your pc. For instance, my system has too much low end for my liking so I like to adjust the EQ. Every sound system is different and will not sound like the sound system that the audio was mastered on. I know this because I am have experience working in studios and live events. One thing every legit venue has is an EQ.
