If gnome-screensaver isn't installed, then it shouldn't shown in the gnome-apperance-properties.

Please elaborate on your rationale - why is it currently inconvenient, confusing, or hard to use?

After this placing will be free one menu and all screen properties will be on one panel. Screen properties access is very simple because only one right click on desktop. And if gnome-screenshot is on screen properties panel, using it will be simple access.

I can agree sevior's solution. It would be great to reach this menu in this simple way.

Today are too much seeking to find this option. This proposal seems to be logical.
