Solution #2: Offer simple migration information depending on their previous OS.

Either through an app or a website, there should be easy migration instructions for each major OS (windows, mac, fedora, etc) that show the main differences and where things have been moved to.

Examples (windows):
-The start button is now the "Applications".
-Control panel is now the "System" menu
-My computer is now the "places" menu
-Software is installed through a package manager (with further detail)

Similar could be set up for MacOS, etc.

A good format would be side-by-side comparisons of the previous os and ubuntu. People love screenshots.

Please change your rational to a rational. The rational should be something generic about the problem "new users are confused about ubuntu's interface". The solution belongs in the solution.

I don't think that the position of the panel is a big problem for beginners. The problems are rather these:
*You don't install .exe's anymore
*The file hierarchy is weird
*Application XXXXX doesn't work on Ubuntu
*Grub won't work (WTF is that?)
*X-server wont't work (WTF is that?)
*etc

PS. I know what Grub and the X-server is, but newbies might react that way.

Yes , that is how i reacted at Grub and X-server . ( I still have no clue what those are :D )
