Description
Every copy of Ubuntu should have GCC and the C Standard libraries available by default. You should not need to download them in order to write and compile C programs.

No -dev packages on end user systems please!

I don't know about anyone else but build-essential should be installed by default because many people use it. Sure the end-user might not need a compiler but for those of us who do it would be nice to include it.

Linux was made by geeks for geeks. Its distributions should have development tools bundled and that means GCC and the C Standard Libraries.

As an IT Auditor I can tell you that companies will have a fit if they see development tools on non-tech employee's desktops. Infact, COBIT and ITIL (IT Auditing) guidelines define this as a high 'security risk'.

Really, I'm as lazy as the next developer but I don't see an issue with just doing an apt-get install build-essential and friends when/where applicable.

Seriously, adding any type of compiler and/or debugger on the desktop will BLOCK Ubuntu adoption in several governmental organizations and nothing will help in that. It will also affect companies that are working for such organizations because the same security standards are often imposed on them.

Why? It is so easy to just install them post install, if you need them.
