Idea #22063: Improve Interface for Moving Gnome Panels

Rationale
Gnome provides a menu option to move a panel to each side of the screen that a panel is currently on. However, there is no option to move a panel to a secondary screen.

Alternatively, the user can hold down alt and drag a panel to the desired location, but how is a user supposed to know about this solution?

Add another option to the properties menu of a panel that allows the user to select which screen the panel should be on.

Solution #2: Add a "Move" item to the panel menu

If you right click on the panel, the menu currently only contains an option to "Delete This Panel". Another item could be added below this called "Move" which simulates holding down the Alt key and allows the panel to be dragged around. This would be consistent with the menu for items within a panel, which has a "Move" option already.
