Idea #22014: Some users will need access to Ubuntu Repositories and are unable to.

Rationale
Some users of slower internets, or no internet at all, need to be able to install programs found in the Ubuntu repositories. Currently there are no known valid stores such as Canonical which are offering the entire Repo on CD/DVD for sale. Hence, there is no way for them to get access to these files without either going to packages.ubuntu.com on another computer, or using AptOnCD from an Ubuntu computer currently on highspeed. Both are fairly impractical if you are living in an area without access to either option.

Solution #1: Sell Ubuntu Repositories on CDs/DVDs in the Ubuntu Store

The solution can be a simple one. Offer a semi-annually updated package of the entire Ubuntu Repository on CDs/DVDs for sale in your store.

Not only would this help offline installations of Ubuntu, but it would also speed up production when installing on multiple computers which may experience bandwidth limitations when downloading online.

The process is also beneficial to the Canonical cause and all funds would help the continuation of Ubuntu.

Add package download script generation feature to packages.ubuntu.com

ex: You want to install package "foo", so you enter "foo" and the site give you a file to download, which you can then take to your offline PC.
There you open it with some special program (maybe synaptic?) and it creates a package download script (ideally cross-platform) which you can then use on the online machine to download the packages and bring them back to your offline machine.

Solution #3: Better Software Management tool

I think there should be a better way for offline installation of Packages.The software should create a list of all dependencies that should run on any pc i.e. windows or linux or mac and The adresses to packages should be resolved automatically if the repo is updated i.e. the folder name has been changed.
In fact, i would much prefer it if ubuntu develops a windows and mac version of ubuntu software centre so that all deps will be downloaded automatically.

Solution #4: Here is a current solution if you have a slow internet connection

if you have a slow internet connection which is a must as the repo must be updated to install newer packages downloaded from internet .
if that is ok then you just go to a pc that is having broadband pc now if that pc does not have ubuntu you have to install ubuntu in a virtual machine (the architecture should be same as your pc with slow connection i.e. either i386 or amd64, please make that sure) then install the packages you want to install on your pc on this pc or vm and after installing all required packages, Move on to "/var/cache/apt/archives/" folder , copy all *.deb files to your pendrive and then paste them in the same folder on your home pc as a root. then install the packages from package manager as usual .yes still there will be some downloading as hardware configuration is always going to be different for different machines but still it will save you a lot of time. hope it helps (in fact, today i upgraded my ubuntu 12.04 to 12.10 using this method)
