Idea #21364: Allow Dragging of Icons To Panel To Create A Launcher In Xubuntu

Rationale
When I first tried Xubuntu, I came across one problem in the GUI: You couldn't drag an item from the desktop, menus, etc. and make it become a panel. In fact, trying to drag something from the main menus doesn't do anything, can't even drag an item.

Solution #1: Make Draggable Menu Items and Be Able To Make Launchers From Them

Launchers should be able to be made from dragging items from the main menu, much like Ubuntu.
