Rationale
The problem with mono is that, it's not a need, besides, is based in a proprietary framework. That means mono development depends on that company's framework development. So, why bother if we already can make multi-platform programs other ways?
The current problem is that there're no better substitutions.
Gnote is simply a port; in Gnome, there're no applications that have more functions than F-spot; rhythmbox is the current default, but may suspend its development; the others you mentioned aren't used widely.
I also dislike Mono apps, and have them all removed. Also I think that removing them all will benefit development in other `good' languages. But what's contradictory, is that I mentioned, there're no better solutions in other languages.
