Rationale
Currently, selecting which plugin to use for a certain application is really hard and very confusing for those that once used firefox on Windows.
First, the Preferences entry is in "Edit" instead of "Tools".
Secondly, when you look for a plugin that you've installed, most of the time it's not even there. To have it selected, you have to completely uninstall the previous plugin, install the newer one and hope that you haven't done anything wrong.
Worse, when you click on Other (or Browse?) you have to search for your plugin. But you don't even know where it is, or how does a firefox plugin file looks like.
If you install a plugin, but it doesn't actually install - that's usually bug. Please report it to Ubuntu's bug tracker at launchpad.net.
Though it seems unrelated to your issue: Preferences in 'tools' is a Windows standard. Preferences in 'edit' is a Gnome standard. Mozilla's position is that they conform to the standard of the host desktop.
While "about:plugins" does list every single plugin as it should, I still have no idea on how to acces/use them, since I can't see them in the Settings!
