Rationale
I remember when I first started using linux, I started with Gnome (on Ubuntu). After about the first week, I accidentally deleted my default Gnome panels. I built it back, but it was frustrating, and not completely 'default.' I just did the same thing today when playing around in KDE.

For new users, accidentally deleting a panel can be devastating... They no longer know how to interact with their computer. Building a panel from scratch can also be time consuming and frustrating, especially when just starting out in a new Desktop Manager or Operating System.

Solution #1: Panel Template option in 'New Panel'.

When the "New Panel" option is clicked, a variety of panel 'templates' are suggested. There would be a 'default' panel option (like a panel on a new install), a blank panel option, and maybe a suggestion or two of different templates.

A menu, as opposed to the default button, should be added to the "New Panel" option in gnome so when it is hovered over, these options are displayed. This has the benefit of the above solution, and is not intrusive or time consuming, like a 'wizard' of adding a new panel would be.

Solution #2: Auto add applets when adding a panel

When a user add a panel to the top, automatically adds applets present in a normal Ubuntu installation.
If user add panel to the bottom, same thing

Solution #3: Lock the panel down by default

Lock the panel down by default with an easy and clear option to unlock it, to prevent it from being deleted by accident by newbies.

Response to ubuntuuser1: I disagree, this makes it easier to regain the defaults without logging out and logging back in. The idea you linked to is for people who want an easier way to configure their desktop layout. While they are related with respect to one of those solutions could solve this problem, I don't think the ideas are overlapping.
