Rationale
There are quite some programs that write and read things that would be nice to be accessible AND writeable by all users.
Examples are themes, game resources, plugins within programs and almost every other content all other extensions downloaded within software.

A directory could be created with write and permissions for all users. Content should be non-executable and be handled carefully.

Any package can simply set its permissions as such, it is up to the package of system admin to do so.

Yeah, it is called /tmp/, you might have heard of it.

Things that are shared might be /usr/share/

/usr/share is for things shared between computers - as everything in /usr it should not contain "user data" that goes into /var see /var/games for example for shared high scores.
