Solution #1: Rename Preferences and Administration

Rename Preferences and Administration in Settings menu to some more clear one. Like:

Preferences --> Personal settings
Administration --> System management

This could clear things out on new users.

Solution #2: Unified menu for all settings

The separation between system-wide and per-user settings is not necessary. Neither Windows nor Mac OS X have this kind of separation, as it confuses the user more than it helps. I've observed many people to constantly search for a setting in the wrong menu, because nobody remembers in which menu a certain setting is. Hence, I propose to unify all settings in just one menu, as demonstrated in http://www.youtube.com/watch?v=AF2-JHF6v10

Also, the number of menu items should be brought down by combining multiple of these that fall under the same topic, as it is done in Mac OS X. For example, "Keyboard" and "Keyboard Shortcuts" could be tabs of the same panel. The same is true for "Software Sources" and "Synaptic Pagage Manger", to name just two examples.

I think it would make more sense to stop using the distinction altogether. I'd prefer combining the menu items that are thematically similar, such as all the keyboard, mouse, and other input device settings. We can unlock the administrator part of the settings with the already introduced unlock button.
This would nicely clean up the system menu and make them more easily accessible.

wacked_up: I agree with you. But combining setting dialogs is a different idea. And I also agree the unlock-button idea with you. But since as far as I know Unlock button needs some Policykit integration and it takes time its own time, my idea could be just a temporary fix ;)

Good idea, but I would prefer "System Settings" to "System Management" myself.

This idea is related to Ubuntu Classic mode (classic gnome) and this mode will be replaced with Unity 2D in Ubuntu 11.10. So I think this idea is not already actual.
