Idea #16285: Transmission 'Add to blocklist' option

Rationale
I think that there should be an option for adding peers to the blacklist. For example: User A wants to download a large torrent, say Fedora ( I'm not playing favorites, OK? I just want to explain this.) However, the number of leechers is lower than seeders, and as a result the download speed is slower. If User A could block the peers, however, he would be able to download faster.

I mean it to be able to block peers that are sucking an abnormally large amount of bandwidth.
