Add a .deb of the Thunar SVN plugin into a ubuntu repository.

This is NOT a duplicate of SVN integration into Nautilus. Whoever reported this as a duplicate of idea #169 had to have done so out of ignorance.

Thunar is a completely different file manager than Nautilus and is written as the default file manager for XFCE4, a different window manager than Gnome entirely, which uses Nautilus as it's default.
