I use public computers form time to time, so I am not always logged in to Brainstorm when I visit the site. However, I often forget that I'm not logged in and go ahead and read and click to vote on an idea. The page reloads, with a little banner that tells me that I need to log in. It would be simpler and save time to simply redirect to the login/signup page.

I'd prefer if it just didn't show the green and red arrow options in the first place if you're not logged in, perhaps instead displaying a link to the login page under the voting mechanism. Stop the mistake before it happens, as opposed to reacting to the mistake after it happens.
