Rationale
Ubuntu being an operating system for the common user, should be agreements with hardware manufacturers to make products compatible with software factory and tested, so that even could put out a logo reading "compatible with ubuntu"

This is nearly impossible. Hardware changes constantly as does the kernel, and Ubuntu isn't the end all, be all of GNU/Linux. There is hundreds upon hundreds of distributions. Besides, ideas like this are precisely why a class action law suit has just arose against Microsoft over their, "Vista capable" campaign.

The purpose of my comment is to try to make things easier for people inexperienced, for instance if I want to buy a TV card, I need to know if it run on my ubuntu, because, every time you want to use it will have to start with XP

One idea which I don't want to make a topic because it might be inappropriate here: does anyone know a way to build up a database of 'virtual hardware' that could be virtually plugged into your system? So you could test compatibility safely without having to go shopping. If that is possible and some geeks with time or maybe hardware vendors themselves start developing and spread such an idea... No guarantees, no lawsuits, only a slight push to buy...

A real branding scheme like MS have but based on a driver being available in the vanilla kernel.
